JP Marks, First Permanent Secretary and Chief Executive of HM Revenue and Customs
Following his keynote at last year’s BASDA Summit, JP Marks returns to share his perspective on the progress, challenges and priorities that have emerged since we last met.
Building on the discussions and issues raised at last year’s Summit, JP will reflect on what has changed, where progress has been made and where significant challenges remain for HMRC and the wider software industry. He will also provide an update on HMRC’s strategy to 2030 and beyond, including its ambitions for a modern, resilient and increasingly digital tax system.
JP will also look at the critical role of software providers in making this change happen and why genuine collaboration, partnership and working openly with the software industry will be essential to delivering long-term, system-wide change.
This will be an opportunity for BASDA members to hear directly from HMRC’s leadership, revisit the issues raised a year ago and understand what the next phase of change means for software developers and their customers.

JP Marks
First Permanent Secretary and Chief Executive, HMRC
John-Paul (JP) Marks started as First Permanent Secretary and Chief Executive of HM Revenue and Customs on 6 April 2025.
Since January 2022, he had been Permanent Secretary to the Scottish Government, where he was responsible for the development, implementation and communication of government policies and Principal Accountable Officer, leading the Civil Service in the Scottish Government.
He was appointed Director General, Work and Health Services at the Department for Work and Pensions (DWP) in April 2019. Before this, he was a Director General for Operations on temporary promotion from March 2018.
His roles outside the Civil Service include Chair of the Civil Service Lifeboat Fund.
