PAPDIS – the Payroll and Pension Data Interface Standard

Background

In November 2013 the Department for Work and Pensions (‘DWP’) and The Pensions Regulator (‘TPR’) led a meeting, entitled “Barriers to the Success of Pensions Auto Enrolment”, with a view to identifying issues that had the potential to jeopardise the success of Auto Enrolment – which is now more commonly known as Workplace Pensions.

Those present concluded that the success of Auto Enrolment was sensitive to the market’s ability to safely, efficiently and routinely transfer vast quantities of data from payroll to pensions, and that having a free and open data standard for Auto Enrolment (‘AE’) was a pre-requisite for there to be an efficient, low-cost market.

Problem: there wasn’t a free and open data standard for transfer of pension date from payroll software to pension software.

As a consequence, TPR and DWP set to work swiftly, alongside Pensions BIB, to create a free and open data standard that would help organisations comply with their AE duties

The Pensions BIB is an amalgam of senior representatives from various bodies including:

  • BASDA – Business Application Software Developers Association
  • IReeN – The Electronic Exchange with Government User Network
  • BSC – The Chartered Institute of Technology’s Payroll Group
  • The Payroll Software Providers Forum
  • CIPP – The Chartered Institute of Payroll Professionals
  • CIPP’s Friends of AE
  • Pension Providers including
      • NOW: Pensions
      • NEST Corporation
      • The People’s Pension

What can PAPDIS do?

PAPDIS is a data standard which will enable employers, payroll professionals, pension providers, middleware suppliers and so on to interact more efficiently by transferring data through a format that has been designed and built exclusively with Workplace Pensions in mind.

All market participants stand to gain from PAPDIS because it can:

Make Workplace Pensions easier and less administratively burdensome

Liberating operating capacities

Provide a framework in which data requirements are standardised, thereby offering the benefits of greater interoperability

Allow a far more streamlined and less problematic transfer of data between employers and pension providers

Reduce the need for manual user intervention and therefore the incident  of errors and emissions

Reduce data risk by allowing APIs to transfer confidential employee data

Hosting of the PAPDIS files

PAPDIS was originally hosted on a specific website however this has now lapsed. As a result of on-going requests for the PAPDIS file BASDA agreed to host the PAPDIS files.
